This is implemented in version 0.9.3 of the installer by either

A. applying a command line parameter say running 
kdewin-installer-gui-0.9.3 file:///<drive>:<path> or
B. by entering the same url in the download server settings dialog.

At least the kde installation dir, compiler type and install mode (end 
user/developer) is required. If you run the installer in mode A 
mentioned above  the download dir and mirror settings are already skipped.

There may be an option in the future that if the installer founds a 
config.txt in the directory where the installer is started the first 
time it assumes a local install and uses this directory as local install 
directory by default but these need some more usability research.
