The idea behind those package is to provide all external libs needed to
start compiling kdelibs. And as all those libs are C-only libs (apart
from unused pcrecpp), I think it's the best to use one lib for both
compilers to avoid problems ("I've this dll here, but it doesn't work"
-> "Do you have the msvc or mingw version of this lib?") as much as we
can. We get enough such problems later on...

Because I currently create thos libs with msvc8. But you're right we
should use the mingw ones to avoid this dependency. For now I'm to lazy
to recompile all with mingw as it's boring sloow (and the resulting
dll's are bigger).
I'll replace them with the mingw ones when a package needs an update.
