RFC: spammer policy

As a new moderator, I'd like to solicit opinions on how to deal with 
spammers. I'm writing this partly to Datschge to ask what your current 
policy is, but I'd also like to allow other opinions.

My own spam policy (regarding my personal e-mail accounts) is quite 
strict; any address that sends spam gets blacklisted. For this list I 
would translate this into adding not only a discard filter on any 
spam-sending addresses but also blocking said addresses from subscribing.

This is the strongest protection (and hopefully translates to least work 
for the moderators) but risks blacklisting legitimate addresses that 
have been spoofed. On the other hand, most spam doesn't re-use 
addresses, so the effectiveness is questionable.

Any preferences?
