If a UI is done with a splitter layout, I can use the splitter to make 
one half of the split hidden. I don't know where there are scrollbars here.

Do you mean restore (un-maximize)? I would be okay with an actual 
minimize function but not sure how it should work; would also be okay 
not having it.

Un-maximize just goes back to "normal" state. If you're thinking that 
there should be a minimize, if you use it in maximize mode then you 
would get next window shown, maximized. (IOW all child windows in GAI 
become maximized or not at same time.)
