No-one is hired as such; its still all voluntary.

Questions on usability for your application still go to kde-usability. 
Major new ideas as well.
This list will be the face on a new platform that is expected to grow in 
many directions. That does not answer your question, I know. So my first 
answer is that input on how to manage usability in our open source 
projects goes to this list.
I expect that answer to change when we find out more, and hear more input.

I really doubt that, if people are doing things that actually inprove 
usability I can assure you this will not be touched by effects of this 
platform.
