ktp license confusion

Yes, that is most certainly the intent. ktp-c-i should definitely be all
LGPLv2.1+,
kpeople as part of frameworks I believe should be the same.

I'd suggest to CC all the people listed above and ask for relicensing
permission
and then just change it right away.
