The size hint for the salut part is in kcm-telepathy-accounts.cpp, line 135-137, that's where it should be fixed, there are some magic numbers in there (!!). Here's the line for reference:
int height = salutDelegate->sizeHint(QStyleOptionViewItem(), m_salutFilterModel->index(0,0)).height() + 3*2;
