That is entirely up to you and the Umbrello team. AFAIK Jonathan is
still the maintainer of Umbrello so it is ultimately up to him.

In my personal opinion: no.

If I were you I'd partly follow John's advice and make the title and
summary a bit less specific. In the proposal itself you can add a note
at the end saying that you are also investigating doing the whole
thing in Calligra.
