This is because there is none. This repo is entirely new in its collection
of utils, so we don't have a CMakeLists.txt. I would therefore argue to add
one after the conversion.

I just adapted the rules to use the names kdesdk-strigi-analyzers and
kdesdk-thumbnailers.
