Yes. Consider a single SVN revision that touches both kdelibs and kdebase, 
then a corresponding commit would be present in KDE.git.

Although I don't know whether this actually happened frequently (by a real 
developer, not just scripty which updated i18n or so). Have API changes (for 
example) been commited in this way in the past? Or was it commonplace to 
commit API changes in consecutive revisions?
