That depends on the developer.

Most people do not have a checkout of trunk/KDE, much less of trunk/ (even 
with the -N flag for a partial-tree checkout). Which means that they cannot 
do a cross-module commit and, therefore, most binary-incompatible changes are 
done sequentially.

And I know I've done that since I started using git-svn, because I didn't 
import at the trunk/KDE level.
