Missing configurability in KDE4

there is nothing in the top right that impedes your access to the window 
buttons.

you understand incorrectly. the menu panel itself is a QWidget, which until 
WoC prevented it from being on the canvas. the component as a whole is a 
plasmoid however (how else would it even work?)

we already have three menu implementations (kickoff, traditional and 
lancelot), there is no hardcoded "main menu", etc.
