Is kde.org on a php / cms engine?

Please make sure to discuss your ideas on kde-www, to ensure that your efforts 
fit in with whatever's currently going on in the www team. It would be a 
shame to waste effort because someone else has already done the same, or if 
the www team is going in a different direction, etc.
