Whether you go through all the bug list or only an specific application 
is up to you. Work is already being done for KDE-PIM apps, but it 
involves mostly patches that were sent to the kde-pim mailinglist, not 
to bugs.kde.org.

After testing the patches, you should sent a gently reminder to the 
maintainers, telling them that the patch was tested and works. Some 
patches might require some kind of adaptation, as the code they were 
based on might have changed.
