New list: kde-policies

Hi !

Here's the proposal of an invitation that could be send to kde-core-devel
and kde-i18-doc. Please comment ?

I'm also toying with the idea of activate the approval mode
for subscriptions. But this might not be necessary. Maybe noone wants to
join anyway and this is yet another mailing list that will soon vanish in
the realm of unimportance ;)

Dear KDE Project members,

I would like to announce the creation of a new mailing list: kde-policies

It is intended for the work on general, non-technical descriptions and
guidelines that make the KDE project 'tick'. A pressing topic would be the
update of outdated documents like "The KDE Development model" and the "KDE
Philosphy" that can be found on www.kde.org.

Issues like coding style, feature plans and choice of translations etc.
do _not_ belong here but on their dedicated lists, e.g. kde-core-devel.
However, if the need arises, members of the list may develop proposals for
procedures on how to resolve conflicts and control everday's activities.
Such proposal would be published for a broader discussion and approval
among other members of the KDE project.

If you are interested and willing to help out with such background work
please subscribe to the list. To qualify a long term serious, committment
to KDE - by means of commiting code, patches, translations and
documentation to the CVS - is wanted as a prove of experience. The
posession of a @kde.org mail alias is one of the indicators.
