I consider everything in KDE cvs part of KDE. (Inlcuding KOffice, 
KDevelop and Quanta) Whether certain applications are being released 
together with the core parts (which are kdelibs and kdebase IMO) is 
up to the release coordinator and should IMO be decided at an early 
stage in the release schedule. I don't think "part of KDE" should be 
at issue in such a decision, more things like "does the projected 
schedule fit the needs of the developers of the application in 
question."
