Not the whole stack: for example, the akonadi libraries (e.g. akonadi, akonadi-contact, akonadi-calendar, etc) are very much public API, and thus not "only for KDE PIM". And actually there are users of them outside of PIM: akonadi, kjots, kmymoney, kraft, zanshin. That is why it is important that they are available on //all// the architectures, not just where WebEngine exists.
In this case, akonadi-calendar requires kmailtransport, and this is what this patch is addressing.

I don't see how making XOauth authentication in the SMTP plugin means "making PIM unusable".
