[Kde-pim] Moving KAlarm library and Akonadi resources to kdepimlibs and kdepim-runtime

No objections and sounds like an excellent idea.

Of course you are volunteering to be the Maintainer and adhere to the policies of those modules.
(licensing, dpointers, etc.  coding style can be your choice but please be consistent within your projects)

what will the library name be?  kalarmcal?  kcalalarm?  ?
