When I think if email notifications (Yes, Lion Mail), it makes even less sense to 
have them working only when KMail is running:

* if I know there aren't any new emails, I can spare the time checking in KMail
* I might not be using KMail at all to read my email, but still want to have a 
  notification thing to tell me when something new has arrived

I can think of use-cases to suspend akonadi's synching completely (to save energy, or 
bandwidth, or not disturb), but KMail controlling that really doesn't sound like a 
good solution. (And if you use POP3, and you don't want KMail to delete your emails 
from the server -- tell it not to.) It might make more sense to have this "don't 
synch" as a global setting to preserve network resources, for example when you're on 
non-flatrate mobile broadband and you pay per MB. I've just measured the amount of 
traffic one "check email" causes here, and it's about 1MB down and 140KB up with my 
primary mailbox.
