Yes, that's extremely important, as recurrences depend on the TZ. E.g. an 
event every monday at 8 am in Vienna is an event every sunday at 11pm in 
LA... Some recurrences can only be expressed in one timezone, but not in 
another. For example, every first sunday of the month at 8am in Vienna. At 
that time in LA there is still the previous day, which might or might not be 
the first sunday of that month (if monday is the first day of the month).

That's exactly the way it is supposed to be. 

A little bit on history to explain the current mess:
In 3.5 and before we used QDateTimes that did not have a timezone attached, so 
all times were converted from UTC to the display timezone with no possibility 
to change the timezone of an event. Even worse, KOrganizer did not have a 
setting to use the system timezone (it imported the system time zone when an 
empty TZ setting was encountered, though. Subsequent changes to the system TZ 
went undetected, however.)
