You have to keep in mind, that the user might get even more bothered with 
fighting with kaddressbook to get rid of _all_ entries. 

This makes it for not experienced user impossible to get rid of all entries. 
Actually the usecase of removing all entries of a file resource isn't that 
rare. If someone make use of many different file resources and categorise 
them, then it is quite likely that he will try to remove all entries of this 
resource. Without deleting the resource itself.
