Phonon, Qt and backends. Who creates the backends?

I'm going to state what should be the obvious here: it is completely possible 
to have such oversight without hiding the source. Maintainership and commit 
rights are things that we've dealt with successfully and productively for 
years. If that doesn't seem obvious to anyone involved, I'd be happy (either 
privately or here on the list) to help explore how this would work.

I'd be concerned if TT were to work on this in private simply to exercise some 
faux sense of control as it would likely have an unnecessarily negative 
impact on several people, both in KDE as well as in other groups such as 
Fluendo.

So ... let's try and do this Right(tm) by doing the development in the open 
while ensuring everyone gets what they need (e.g. TT's neeed guarantees on 
schedules, testing, features, etc)
