And that's what wrong. Under normal circumstances a user should never have to 
use the settings. Settings are 'fine-tuning', and putting something into the 
settings means hiding it. If a setting is important for the app, you should 
either put it in a regular menu or have a wizard on start-up. But hiding 
important capabilities (like a better user interface) in the settings is not 
what any sane person would expect.

The problem with the tip-of-the-day is that most people don't read them. One 
of the reasons is that when you start an application for the first time no 
one is not interested in tips because you can't understand them without 
knowing the app before. Then, when you know the app, you start it in order to 
do something - and not to read tips.
