[kde-linux] Encoding questions

I've been having some problems with what I'd call encoding issues for quite 
some time, I finally decided to tackle them.  I've done some googling and 
some experimenting, but with not much to show for it, so I'm going to ask for 
help.

(I'm using kate 2.4.1 and konqueror 3.4.2, both under KDE 3.4.2 on 
Mandriva2006.  

The encoding on kate was set for iso-8859-1 and konqueror was set for "Use 
Language Encoding".  I've now changed them both to utf-8 but that hasn't 
affected my problems.

Some of the problems:
   * some characters don't show up properly in konqueror.  For example, try 
going to http://www.merriam-webster.com/dictionary/intelligent and look at 
"Pronunciation: \in-ˈte-lə-jənt\".  (I see square blocks in three places in 
place of something (some other character, presumably).  Switching to utf-8 
hasn't helped.

   * when I copy and paste stuff like that into kate it still shows up as 
blocks (that makes sense--I guess the root cause of that is that it is not 
displayed properly in konqueror, maybe when I get that solved, this will be 
resolved

   * many times when I copy and paste stuff from konqueror into kate and then 
to to save the file, I get the message:

"The selected encoding cannot encode every unicode character in this document. 
Do you really want to save it? There could be some data lost."

One example of what causes this is smart quotes.

Again, switching to utf-8 hasn't improved any of the situations.  

Suggestions?
