[kde-linux] cntl+q not working in all applications

We just upgraded to 64 bit Opensuse 10.2 running KDE 3.5 and I have some
users complaining that the cntl+q to quit applications is not working
everywhere.  An example would be the tecplot program.  Should this key
sequence work in all applications??  What should I look at to debug the
issue??
