I'm not sure for KDE 3.1, but in 3.4 anyway there is a GUI summary of devices
recognized by the OS under [Start > System > InfoCenter > KInfocenter]. It
can also be run from the command line if needed. It is arranged according to
Linux's way of dealing with devices, so it's a mile away from Windows's
Device Manager, and it only lets you browse, not do anything. But it's as
close as you're going to get, I think, to what you want.
By the way, look for the IDE device (if it is one) under 'PCI', and if its a
USB zip drive then, well, under 'USB'...
