Yes, that's still the recommended way. 

In KDE 3.2.3 I want to do this automatically so that you no longer have to 
muck around with the startkde script. kiosktool 0.4 will come with a small 
tool that does basically the same and that you can use in combination with 
older KDE versions.

kiosktool 0.4 will have a user manager with which you can assign profiles 
based on any of the groups a user belongs to or to specific users.

I hope to release kiosktool 0.4 somewhere next week.
