RedHat makes modifications to the standard KDE directories so I don't know  
for sure which directories are what on RedHat, but I think your description 
is accurate.

There are KDE specific screensavers and more generic "xscreensavers".

Then there are .desktop files that describe the screensavers and there are the 
screensaver executables themselves.

On RedHat /usr/bin contains the executables of the KDE screensavers and their 
descriptions are probably in /usr/share/control-center/screensavers/

The executables of the xscreensavers live in /usr/X11R6/lib/xscreensaver/
and I guess that they have their descriptions in 
/usr/share/apps/kscreensaver/ScreenSavers/

By removing the description files they will no longer be selectable from the 
screensave configuration. A very detemined user might still be able to use 
them though. If you really want to sure that they don't get used, you should 
remove the executable as well.
