My apologies. Although you answered yourself in the other email, I can fill in
a bit more: KDE Network is a project to increase the number and the level of
organisation of grassroots communities in countries where KDE does not have a
very strong presence.
In places like Germany, Spain, and other European countries, there are stable
organisations of community members, some even legally constituted. They
organise events, work with companies and local authorities, etc. to help
individuals, enterprises, non-profits and public institutions adopt KDE
technologies.
In other countries, community members are not organised, and, therefore, the
amount of things they can do is limited. KDE Network intends to help members
in the same geographical regions get in touch with each other and work
together.
Also the individual networks can work with networks in other countries so they
can exchange advice and resources.
