I have attached the file. I had sent an email to porten at kde dot org on 25
Oct 2004 (the rules had changed on 21st oct 2004)

Anyways, I think I will update all rules in few days.

# India's Vsnl Accounting rules (for local phone dial up connections).
# Applicable to any ISP(dial up, local)
# Upadated 26 October 2004 by Devendra Laulkar

# Note that the following rules account your phone bill, and do not
# include the charges paid for internet(which vary from time to time
# and ISP to ISP)

# NAME OF THE RULESET. This is NEEDED for accounting purposes.

name=vsnl

# currency settings
#defines Indian rupees as the currency.
# Re 1/- = 100 paise.
#Plural for Re. is Rs.
#Paise is the lowest unit of coinage (Though it is hard to find any change
#in the market, I think that we should believe the GOI that it is really the lowest
#monetary unit)
# symbol (not absolutely needed, default = "Rs")

# Define the position of the currency symbol.
# (not absolutely needed, default is "right")

# NOTE: rules are applied from top to bottom - the
# LAST matching rule is the one used for the
#       cost computations.

# This is charged whenever you connect. If you don't have to
# pay per-connection, use "0" here or comment it out.
per_connection=0.0

# minimum costs per per connection. If the costs of a phone
# call are less than this value, this value is used instead
minimum_costs=0.0

#flat_init_costs=(1.25,120)

# This is the default rule which is used when no other rule
# applies. The first component "1.20" is the price of one
# "unit", while "450" is the duration in seconds.
# Therefore the following rule means: "Every 450 seconds 1.20
# Rupees are added to the bill"
# Note, the rate(1.20) is different across different plans
default=(1.20, 450)

on () between (22:30..07:30) use (1.20, 900)
on (sunday) between () use (1.20, 900)

# 15th August, Independence Day
on(08/15) between () use (1.20, 900)

#  26th Jan, Republic Day
on(01/26) between () use (1.20, 900)

# 2nd Oct, Gandhi Jayanti
on(10/02) between () use (1.20, 900)

# Simple rules, eh?
