I am just exploring how this could be done after Gilles hint that 
KIPI::ImageCollection might provide enough information.

My idea would be that if Export is called on album (collection), list of 
images would be automatically filled in with all images in album and I would 
automatically open New Album (New PhotoSet for Flickr) with automatically 
filled in data (name, description/comment, category...). The idea is to match 
(fill in) as much as possible.
User can then modify presented fields and decide to create new album (click 
OK) or not (click Cancel). 
In case of OK, upload could start immediately (not sure about this though).
In case of cancel, it will get to main window and will be able to choose any 
of the existing albums/photosets for upload.

As I said, this is just the idea - I just spent 15 minutes to understand 
KIPI::ImageCollection a bit better.
