[Kde-imaging] 23hq export plugin

Daniel,

If changes can be merged to current flickr plugin, why not to include it
officially after 0.2.0 final release ?

Flickr export plugin can provide 2 actions : one for flickr, and another one
for 23hq.

Jain, what do you think about ?
