I was scared that for example if the Okular translation to es_AR was
translated only 15% the rest of the strings would be in English, but I have
done a test creating a dummy Okular translation to es_AR that just has 1
string translated and the rest of the strings are picked from the es
translation so that is good.
So in that sense it seems the translation can start from scratch and any non
translated string will be picked from the es translation.
