Request for string freeze exemption for xdg-desktop-portal-kde 6.3

Hi,

in Plasma  6.3 I added a notification to the desktop portal but forgot to add it to the notifyrc file. 
The result is that the user can't disable the notification easily in the settings which we  received complains
about  https://bugs.kde.org/show_bug.cgi?id=500130 .
https://invent.kde.org/plasma/xdg-desktop-portal-kde/-/merge_requests/366 fixes this but introduces
two new strings in the notifyrc file (the 'Name' one should be identical to one in inputcapture.cpp)
I thought about backporting the patch so the users that dont want to see the notification could disable it.
For that I would like to request an exemption for the string freeze.
