In my opinion, Lokalize is an excellent tool to translate PO files 
(spellchecking, translation memories, etc.). Of course, you can use any 
other program that allow translate PO files.

I think it's important to know the whole translation workflow. You can 
read the l10n howto [1] for a general idea, and especially the part 
dedicated to GUI translation (chapter 3).
