I've worked with both online translation systems (outside KDE) and offline and
whenever you need to apply broad changes there is no story: offline
translations are better.

But the tl;dr here is that any future system can't prevent the usage of an
offline system. So the primary method would still be repository with all
translations the and whatever happens in weblate would need to consider the
changes in the repository. Each team will decide the best workflow, provided
that the usual rules apply (only translators with "commit" power will change,
others will only be able to suggest changes, as it happens with code).

That's not the point, the point is not about banning online platforms. It is
not having them as the only method (CLI tools which download stuff one by one
are not a solution).
