Spanish (es) and Catalán (ca) translation of the NGI open letter

As far as I understand the announcement is not marked for translation.

My little understanding of how that marking works with the new web system 
(that's more a web question than a i18n one IMHO) is that you need to add it 
to the website config.yaml, for example just under the
content/announcements/eco-okular.md
line

That way the text will be extracted to the .po files and will be translatable 
in our usual translation workflow (Which means the attached md files are just 
"half" useful since someone needs to extract the translations from those files 
and put them in the proper .po file).
