I am not sure if you speak as a player or as a programmer -
I rather meant the player perspective:
the top left arab numbers and latin characters only "translate" the rest of the
symbols, they do not appear on tiles used in China. On the character tiles
you always have chinese symbols for the numbers plus perhaps the arab number.
Bamboo and circle tiles have the corresponding number of bamboos/circles except
bamboo 1 which mostly is a bird.

The wind tiles always have the chinese symbol for the corresponding wind plus
optionally ESWN as a translation for western players.

Normally yes but not in tournaments because to get them is pure luck and does
not need any skills

in the US, joker tiles are also used.
