SVN is a Version Control System, which means it helps coordinate a bunch 
of people hacking on a common code base. GIYF :-).

This is only true for write access; anonsvn is open to all, without even 
an account required (this is Open Source after all). You can also (as 
Emil pointed out) use websvn if you only want to browse or to download 
single files (i.e. if you aren't actually building KDE).
