There's two cases:

- no snapshot to download  (as is the case initially for new frameworks)
  (kdesrc-build should indeed fallback in that case)

- snapshot exists, but is broken. This is the current case with krunner's 
snapshot:
$ git reset --hard HEAD
fatal: ambiguous argument 'HEAD': unknown revision or path not in the working 
tree.

I emailed Ben about this.
