No. Using svn copy you can do a checkout+add in one go of any given file:

for lang in $LANGS; do
  svn mkdir po/$lang
  svn cp $SVNROOT/branches/stable/l10n/$lang/extragear/$section/$app.po \
	po/$lang
done

When you're satisfied with the files in your package, issue an "svn 
commit".
