  Lately it depends on who the user is.  We have different branches for 
different user groups until we catch up and stabilize everything.  Well, 
basically under this scheme we would not have a latest stable because we 
don't want anyone using the last tarball anymore.  All production Kst use is 
with HEAD presently - we are changing too quickly to keep making releases, 
but haven't reached a 1.0 quality codebase yet.

  So, effectively, I would not put this LATEST_STABLE in Kst for the 
foreseeable future and not have it packaged.  Not that I care if others do 
though...
