D14684: [DO NOT MERGE YET] Fix duplicate sequence jobs completion checks.

  Scheduler fails to starts #2 batch for the second scheduler job and goes into endless loop. Problem is capture module where after one L image is captured, the whole sequence is marked as complete. The scheduler then sees not all images are captures and the cycle repeats.
