D14684: [DO NOT MERGE YET] Fix duplicate sequence jobs completion checks.

  1. On stopping scheduler, and restarting KStars. It indicated that the 3rd scheduler job (LRGB) captures are 20/20 when it was not started. The first LRGB job was indeed complete at 20/20.
  2. Scheduler correctly resumed 2nd job (which has a count of 2) and correctly counted captures 30/72
