Summary
-------

This patch adds an option to Kig Latex exporter to use either the already-supported PSTricks format or PGF/TikZ. (http://en.wikipedia.org/wiki/PGF/TikZ). 

It's currently provided as an option in the LatexExporterOptions dialog, to prevent cluttering the File->Export menu. It's also is the same file, because they share many common settings (frame, grid lines). 

I also added an option to produce a standalone Latex document, or only a picture that can be included. Both options work for both output formats (PSTricks and TikZ). 

Currently, these choices are not stored in application settings to make the patch shorter, but I will add them as soon as this is included.

Testing
-------

I tested it on my machine for a long time. I even used it to produce sketches for school notes, and it works well for all straight lines, angles and most curves.
