It's currently provided as an option in the LatexExporterOptions dialog, to prevent cluttering the File->Export menu. It's also is the same file, because they share many common settings (frame, grid lines).
I also added an option to produce a standalone Latex document, or only a picture that can be included. Both options work for both output formats (PSTricks and TikZ).
Currently, these choices are not stored in application settings to make the patch shorter, but I will add them as soon as this is included. </pre>
