[kde-edu]: german neo2 layout and lecture for ktouch

Hi,

this patch adds the Neo2 keyboard layout for KTouch and updates the lecture 
file that was already shipped. If there are no further objections, I'd like to 
commit that as soon as I get the author's approval.
