If you set up a different user for kde4 development (which I recommend) 
you need to run kdevelop as that user.

In the Project Options you need to provide all the environment variables 
for the kde4 user environment (i.e. KDEDIR, QTDIR, etc.).

At least this works for me. Sometimes kdevelop complains about not 
finding plugins, but then if I start it again it works.
