Is that part of KLatin the only opposition that there is to it being in CVS? 
Does KVocTrain have a KPart I can embed into KLatin instead? The point is 
that this is only a small part of the program. iirc, KLatin has its own 
implementation because KVocTrain wasn't in CVS when I started writing it.

Yes - the problem is that KLatin's functionality can not be replaced by other 
programs and the method of teaching Latin is very very much different to any 
of the modern languages.

Yes, but of course it's much more desirable to have it in CVS :)
