Hello, the files are not corrupted. They are pre-rendered text file, kind of
HTML, compressed in bz2 format text files. They are used by the help center to
speed up the rendering. Try to uncompress them with bunzip2 and  open them
with a text editor. You will see something like:

<FILENAME filename="index.html">
<html>
....

If khelpcenter is not able to show them, I would say this looks like an
OpenSUSE-specific issue; please contact their community support channel.
